My theory on the moon in Sonic's world is that when the eclipse canon blew it up most or all of the pieces failed to achieve escape velocity, so they remained in lunar orbit where gravity pulled them back together. It would be cool if they acknowledged this by making a large part of the moon smooth, like it's geologically young and hasn't had time to get new craters yet

In the Archie comic adaptation of Sonic Adventure the other freedom fighters who weren't in the game worked their asses off to save the people of station square. The game doesn't have that benefit but we know there had to be survivors because everyone was chanting Sonic's name to help revive the emeralds and turn him into supersonic

If Wanna be technical he would've a high body count in Sonic Colors, the Wisp aliens would count as they are living sapient creatures. Eggman enslaved an entire planet of aliens and was using the wisps as fuel for a mind control device to control the entire planet and he said with enough he'd control the entire universe. In the first cutscene with Eggman in the open credits, I count 14 giant canisters of wisp energy and 25 in his first in-game cutscene when he meets Sonic; his eggpod had 2 giant canisters on its back that had Tails in full mind control for a total of two minutes and the Nega-Wisp robot had 6 canisters on its back. From what we see in the cutscenes Eggman has 39 full canisters and 8 small ones on his robots and you know he has more. As well as the wisps he has trappen in his generators, egg pawn and boss-bots all through the levels leaves more to the imagination and since the wisps are 50cm or around 19.70in that's alot of dead aliens. I also can't forget that he used tractor beams to pull 6 different planets from their own orbits and if you wanna think hard if any of the other planets beside's Planet Wisps had life on them in a real life sense, then Eggman would have theoretically caused 5 counts of OMNICIDE on the 5 (if they had life) and attempted GENOCIDE of the Wisp. Someone smarter could do the math because I'm tired.

The funny thing is that in Sonic Adventure's CGI cutscene, you can see all the humans just simply disappear during one shot to another while the city is being flooded, so nobody is there The same thing happens in Sonic 06 CGI opening for Sonic's story, when Eggman explodes the festival of the sun, you can see all the people just simply disappear in the next scene In Shadow the Hedgehog when the aliens start to attack Westopolis and literally throw moving cars around, somehow a GUN Agent still says later in the game that everyone was evacuated safely somehow In the Wii version of Sonic Unleashed Adabat's citizen says that their city were destroyed when Eggman cracked the earth so they had to move, in the opening CGI cutscene it looks like Adabat is the city who's first hit because there are lots of palmtrees and forests in small islands just like Adabat, so lots of Adabat's citizens survived And even in Sonic Adventure 2 even though you can throw away moving cars nothing seems to matter, apparently people simply disappear when they're in danger in Sonic's World And no matter what, 06's story still technically didn't happend, yes, Soleanna still exists, Elise is still there, and the characters still remember some events of it and do visit the place, but the people didn't died

Sonic Forces takes place over a period of 6-7 months. It is not only implied that Eggman was in a perverbile RAMPAGE of killing during that time, but it also states at the beginning that the resistance is a rag tag group and Vector says that the people are losing hope and giving into despair. Plus you forgot to include the Metal Virus arc from IDW which is both Canon and most certainly included numerous deaths. Hell if you look at that one panel of Resistance HQ right before Amy gets replaced by Jewel it almost looks like a nuke was dropped on the city. Plus Eggman does say that he took over and disbanded GUN later in Frontiers. So it's safe to assume that many of the soldiers were executed or died in battle. If I had to give my estimate, I would easily put Eggman's total kill count in the millions from Forces and IDW alone. And thats not even including the likely very much higher numbers from all the games that you just mentioned. No wonder Shadow wanted to off Eggy when he had amnesia in IDW. This man makes some our world leaders look like saints compared to him.😅😅😅
