Is developing a strategy for how best to deliver the projects main objectives considered a task in the Initiating Stage or Planning Stage?

Good question Kara! This is done in Planning and involves project scope and product scope. The general idea does start in Initiating though at a super-high level in the business case.

The American Society for Engineering Management (ASEM) is a global professional society dedicated to the promotion and advancement of the engineering according to Wikipedia. I am not familiar with them. PMI is an organization dedicated to the furtherance of the project management profession across all industries.

Plan: Centralize the clutter/localize it in a common area or container and that is an immediate payoff, then sort and discard happily!
