I think the reason for misunderstanding is that western thought Japanese mode as pentatonic, which made them believed it can be arranged in Western harmony.(Western also has pentatonic although it is popular in Asia.) In fact, Japanese mode is exclusive to pentatonic and has unique features. Thank you for the distinction. By the way, if you try to forcibly arrange with western harmony, Dorian mode for Yousen and Phrygian mode for Yinsen may work, for they contain exactly same notes and tonic. However, western harmony never regard double tonic, which is the flaw with that arrangement.

The observation that the difference between Western and Eastern pentatonic scales has led to misunderstandings is interisting. It may be accurate. It is correct that Dorian/Phrygian modes correspond to Yousen/Yinsen, but there are two issues. Firstly, as you pointed out, the oversight of the double tonic. Secondly, the absence of the essential 3rd note in Yousen/Yinsen (excluding Yousen 2). Without the third note, the distinction between major and minor, crucial in Western music, cannot be established.
