The real reason joker is so obsessed with Batman is not because they play a game of cat and mouse all the time. It’s because the joker is trying to make Batman conflicted about his moral code, hoping the Batman will finally cross the line so he can say “I told you so”. It would be the greatest joke of all as it makes Batman a hypocrite should he cross that line. That’s why in the Injustice timeline, he was bored with Batman and focused his attention onto Superman. It was easier to break him and turn him around. Additionally influencing Jason Todd by converting him to killing criminals rather than saving them like Bruce.
