I actually just learned about this in my Culinary Arts class! Basically what happened is a man in Japan invented them and sold them from his little bakery/cafe. They grew, and soon a lot of Japanese were making them, and when people started immigrating to the US, the Chinese saw the fortune cookie and how popular it was. However during WWII, the Japanese were sent to internment camps, so the Chinese took over and said the fortune cookie was theirs and they invented it.
