I don't see Montenegro as becoming the "new Monaco" in the future, they just raised the 9% income tax to 15%, and when more foreigners move in and income is starting to be generated, more and more regulations and tax regulations will be put in place.

I tend to agree with you. They are already changing the rules about residency. People make the decision to move here which is no small choice. Then they change the rules and start adding in stupid regulations and rules. I am starting to consider other places for a permanent place to live. I could of bought here. But I held off. Now I am seriously reconsidering.

@@trique9776 You can if you live in France. But the USA is a citizen based taxation authority not location based. If you follow much of Andrew Henderson's work you will see he talks about this extensivley. Like I said before. The US is the only country in the world that taxes your income foreign and domestic regardless of where you live. If you are an American citizen. There are ways around part of this. And I have spent time learning it. And I can show you. But if you think you can do is zero US income tax. One day you will go to your foreign bank. And you will find your account frozen from far away. It happens all of the time.

You are misunderstanding what I am saying. I am a French tax resident with businesses in the USA, and I pay US taxes on this business income. I also pay taxes in France and receive a credit in the USA for what I have paid here in France. But, because of the way that I have structured everything, I pay not one penny more altogether than what I would pay if I were just living in the USA and paying taxes there on my USA businesses.

I did some on site research on all of these coastal areas (except Ulcinj) over the past two years and finally picked Herceg Novi. Here’s why: Budva - the nicest swimming and water of all and the old town is nice but the (much larger) modern town isn’t that nice. Plus, since it’s flat you don’t really have a view of the ocean unless you’re in a high building with an unobstructed view. Plus, the old town is totally overrun by tourists in the summer. Also, it’s kind of far from any good airport (Tivat is really only good if you’re coming from Belgrade). Kotor (and surrounding villages) - again, a very nice old town and dramatic views with the mountain backdrop. However, as mentioned, dark(er) due to it’s position at the end of the fjord (Kotor bay). Also, it’s completely over run by tourists in the summer with cruise ships unloading massive amounts. Not very nice. Finally, while the locals say the water quality in the inner part of the bay is good I’m not ready to take their word for it. Tivat - nice and fresh and lighter but expensive and lacks authentic feel. There is no old town feel here. Herceg Novi - first of all its a real town which, although it gets a lot of tourists in the summer, is not completely over run by them as some of the other places. The town lives all year round. Second, it has a beautifuld, living, old town. Third, the entire town is perched on a south facing mountainside which means that you get fantastic view of the water and open sea and it is very light year round. Fourth, it is one of the few towns to have a nice promenade by the water (where there used to be a railway line). In a lot of the other towns along the bay there wasn’t really this option. It also has a nice city park. Finally, what seals the deal, is that it is just 30 minutes from the Dubrovnik airport, which is by far the largest and most widely trafficed airport along the coast.

Fantastic place Montenegro. I highly recommend Tivat and Kotor Old Town as far as property investment is concerned. I went in 2019 and could see Budva was overpriced. Nomad is right Podgorica is a very unattractive capital.

Can you do a comparison video between Albania, Serbia, and Montenegro? I say this comparison because I have done some research and permanent residence by real estate seems is very affordable in these countries (especially Albania), even for people making less than 100k. You may be paying between 9-25% tax rate depending on which country you pick, but you save a lot of money when it comes to your cost of living. Which in the long term can set you up for success. As a student living in Toronto my rent alone is much higher than what it cost to live in these countries. So, I decided to start a business while finishing my school so I can get the hell out of here. If you do decide to do a video comparing these three countries, can you compare real estate, lifestyle, governments, and Healthcare? Hey man, a little late of a reply but I am in a very similar situation as you, just a few years behind more or less. Began schooling last year in Toronto. Prices are mad as you say. And I am not looking forward to the 56% tax rate when I get my degree and job. I have recently started looking at places once I finish up here in Canada, such as Montenegro, Serbia, Macedonia, and even some countries further north around Poland. I'd be fine with a much lower cost of living and even a 20% rate as I'd still double my money. Most of the options I got are in the 10-15% range. Will need to also look at starting a potential business shortly after the global issues atm calm down. If you find any information on comparison like you mentioned, especially Serbia and Montenegro do let me know. ^^ Good luck with your future plans. Perhaps I shall join you in half a decade lol.

I am working on residency with a business now. It seems really good here. Prices for many things are good. Housing can be cheap if you are not near the water. And food if you use the store can be cheap. Tax is cheap and health care is free if you use the state system. Not sure how good it is? Anyone can comment? Gas is expensive, electricity is expensive. It is cold in the winter. But not freezing on the coast. People are friendly and decent. Crime is almost non-existent.

I think Gusinje in the north is gorgeous and would be attractive to outdoor enthusiasts. Way cheaper than the coast. You can buy a plot big enough that neighbors won't block the view of the mountains.

Ive been to Montenegro twice now. I love budva for the partying scene in the summers but Tivat seems the most upscale place to live. I would like to request u could make a movie about Albania, since although I live Montenegro it’s out of my budget and I think Albania might have a bigger growth factor in the upcoming years for investment property. We left South Africa at the end of January this year to come to Montenegro and registered a cleaning services business. The best decision ever. We lived in a rented apartment in Prčanj for the first five months. We now live in a rented apartment in Dobrota. I love the Kotor and Tivat area.

Glad that you like Budva, since it is one small yet beautiful city, with a great coastline. I'm just sorry that our local government wasn't able to finish the promenade from Budva - Rafailovici - Kamenovo all the way to Sveti Stefan and then from there to the city of Petrovac. The promenade is called "Lungo Mare" and it should have been a 23km promenade for people to just enjoy walking, cycling, alongside some of the nicest coast's in Europe. The political situation as of today is thank God stable, and hopefully it will get better as the time goes by. But one true gem of Montenegro is the north and i'm glad that its trying to stay out of all the mass-tourism hype since it way better than the south. At least for me as a Montenegrin.

Montenegro has a lot of natural beauty. However, like Belarus is a country where the government has very restrictive regulations with tourists. You have to show your passport to by a SIM cell phone card, and give your home address to the seller. The difference between Belarus and Montenegro is that in Belarus crime is very low. In Montenegro crime is high. According to the US state department, there are 700 Gans operating in the country, doing prostitutions, drugs, kidnapping and more. So be careful investing or moving to Montenegro.

That's total BS. Montenegro is one of the safest countries in Europe. I've lived here since 2008 and haven't felt safer anywhere else in the world. Most people leave their homes and cars unlocked at all times, for exemple. It's such a small country that it's practically impossible to be a "small" criminal here. There's a couple of "gangs" (not 700!) who do their "business" between themselves without affecting the life of anyone else.

Income tax in Montenegro is 9%... up to an income of about $10,600 per year; above which the tax is 11%. The municipalities impose an additional tax of 15%. Still good, but not extraordinary.

Andrew rarely mentions the effective tax. But actually for Montenegro it's 15% of the 11% of tax you pay federally to the municipality. So the effective tax is 12.65%. Not a swanky 9% but still okay. Need to look into effective tax rates for countries. For example nearby Serbia may say 15% but effective is over 50%.

Mr. Henderson, Montenegro seems to have a pretty stringent rule of personal presence to maintain temporary residency, and I know you just spend the summers there. Do they give you any trouble renewing your temporary residency since you fall short of their physical presence rules? Or have you not bothered with getting temporary residency in Montenegro? You have not understood Montenegro very well. Podgorica has a center and a very large and clean river that runs through its center, it has its own history and has been developing a lot in the last decade... but that city is mainly a service city for all residents of Montenegro and has an advantage to get out of it and in it in a very short time.....Budva is a mockery of the city due to unplanned construction and overcrowded, crowded traffic....As for the Old Town of Budva, in front of the walls in the strict center of the city every summer, mafia confrontations take place with a bloody end....

There are not lots that you can buy and get citizenship. There are few projects in north and south where you can buy apartments and get citizenship that is designated by the government. No you can’t buy foreclosed property from the bank and get citizenship, only way to get it is buy buying from government designated projects. Citizenship by investment will end in 2021 as per the most recent reports.

I don't know about Montenegro in particular, but in general, the former Yugoslavian countries are safe places for black people. Because Yugoslavia, among with many African countries, was a part of the Non-Aligned Group during the Cold War, they were used to black people being their allies and friends. People from this region have told that they have been looked down on (due to the 90s), and therefore sympathize with black people. In some studies, neighboring Serbia has been voted as the least racist country in Europe. In addition, the first Serbian constitution from 1835 abolished slavery 30 years before the USA. There are not that many black people living in the region, so a black person will get stares, mostly of curious nature. The Amerikanka is a black girl who has been traveling the region and sharing her opinions on her channel.

Na Engleskom se zove Germany sto ima isto znacenje kao na nasem ali ga Nemci zovu Deutschland sto znaci u bukvalno prevodu zemlja germana(Nemaca) . I love Montenegro. But like he said. It's not cheap. It is actually comparable to prices in the USA in many ways. I also noticed that fresh fruits and vegetables in the supermarkets were not so good. You need to find the farmer's market for these. The people are wonderful. Decent helpful and just all-around nice. It is truly a country of amazing natural beauty. But I believe they need to work on their clean-up of the environment. There was litter everywhere. It reminded me of the US about 40 years ago. Now in the USA no one would think about throwing trash on the ground or out the window of a car or dumping your garbage on the side of the road. This is considered shameful here. Not so over there. This is still a necessary educational process in Montenegro.

@@freespirit5130 Yep still a problem. Just an update. I literally just got back to the US last night. I full breakfast this morning at a good chain restaurant in my home city. Not considered an expensive city. It was $25.32 with tip!!!!!. I full breakfast with good quality food and no sugary packaged products included, just fresh vegetables and eggs and meats is 7.80 Euro. Quite a difference. I stopped by my supermarket and got a few items to restock my refrigerator, not a lot of stuff. Took me 20 minutes to shop. It cost $59.43. The same shopping trip in Montenegro would be about 21 euro and then stop at the vegetable stand for another 3.4 euro. Wow, prices are really getting high here. Still got the trash problem in Montenegro and the driving and roads are really a problem. But it's not so bad I cannot deal with it.

The towns are small, real estate is over priced, not much sand beaches and the water is not that warm, the only cool thing about Montenegro is the flat 9%. In my opinion, if you're looking for a beach hub in Europe that's gonna be Bulgaria. It has coastal cities like Varna and Burgas, sand beaches, warmer sea temperature and it's also pretty low taxed.

I spent 3 months there Oct-Dec. 2019. Went to Kotor, Bar, Ulcinj & Herceg Novi. All pretentious shitholes, sorry. I always carried cat food for the street cats. They occasionally get poisoned. Shopping is limited, though not as limited as Albania. A favorite memory of Ulcinj, a cute little women only clothing optional beach. Every time I went there, random guys would park on the road above the beach to check out the women. That's the culture there. That said, Kotor Bay is breathtaking. I'll never go back unless enough civilized foreigners can import some amenities like shopping and animal services.

@@sirgalahad2 no Russians have not literally taken over the country but in city’s such as Budva there is an overwhelming community of Russians to a point where all restaurants cafes business signs are in Russian with Russian menus in restaurants and maybe English. Just too many of them. Sort of like Chinese in Vancouver. If you’ve been there you know what I mean. Many Russians went there as Montenegro was part os Serbia up yo few years ago and Serbia is very Russian friendly whereas other ex Yugoslavia nations such as Kosovo and Bosnia Herzegovina are not. I hope it’s clear. If you consider Montenegro. Tivat and kotor are better but first go there and feel it out don’t let this guy be your guide as he paints a very rosy picture of the places he pushes such as Georgia and conveniently leaves out the long list of negative things.. he presumed his listeners don’t know any better and are just dreamers which great majority of them are.

I try to get different perspectives and I plan to actually get my feet on the ground in the next couple years if travel opens up. Check out probably Albania, Bosnia, Bulgaria, and a few other Balkan countries as well as Montenegro. Andrew gives some decent information and can help point in a direction but it's also a business and he is trying to sell a product. I'd always say people should do research, just not hear low taxes and want to go. Then actually go check it out. Half these places mentioned the income tax might be X but the effective tax you pay for living there is much higher. And other things like you said where the full picture is not shared.
