The loophole in the Angelic Law is that they can involve themselves in mortal affairs so long as (1) they hide their true identity as divine beings, and (2) they may not use their angelic power for combat. Essentially if they wish to mingle with mortals, they can only act as mortals not as angels.

Merus was sent to Universe 7 where he joined the galactic patrol. Merus was being careful and wasn’t getting too involved while also not using his powers. During the Moro arc, Whis and the Grand Minister were well aware that Merus was going a little too far and took action once he attacked Moro

I see people talking about the whole angels being erased for interfering in mortal affair thing which I’m not even sure if its canon since this was only mention in the manga, basically its about as canon as Ultra Ego is. But let’s say it is canon. Does it apply for Zamasu’s case? Zamasu isn’t a mortal so technically Whis would just be interferring with another god, who is the one technically interfering in mortal affairs.

Thank you! The manga is its own continuity and has no bearing on the anime. Angels getting erased for interfering with mortals is only a manga thing, the anime is more vague. And, regardless, I would think that Zamasu's rampage across the multiverse would be more than enough justification for the angels to get involved.

you know what's funny this whole time travel rule was brought up years before super with the SKOT (Supreme kai of time) she stated that trunks broke god rules so to make up for it he'd have to work for her.
