I always assumed Dr Gero Just labeled all his humanoid robotic creations in his files and blueprints as "Android #" to save time/effort/space as they all were built with being fighters in mind (not sure if "built" is the right word for the cyborg ones). Even tho 4 to 6 of them were cyborgs (depending on if you count #21 as canon, and if #8/Eighter is a cyborg or android) and #19 was built originally to turn Gero into #20, then modified into a fighter afterwords.

I think I have had 1 anime that actually did in an organic way. They explained the MC’s mom was foreign, so he always got sent to the principle’s office for it. Other than that one time, the dialog gets crunchy. Anime is so rich in culture, and the details are usually pretty well lored. I want everyone to get all the details.
