These are somalis from the somali regions of kenya and Ethiopia. They are natives to that land and have not moved there and are not foreigners. These regions became part of these countries after the concept of divide and rule by the Britidh empire. Somalis had to fight the British empire,Italian and the French at the same for freedom for their lands. Imagine fighting 3 imperial powers at the same for the freedom of your land. These agreements ensure equitable distribution and prevent unilateral actions that could harm downstream nations. Building that dam without a comprehensive agreement with all Nile basin countries is an explicit violation and could disrupt the water security of Egypt and Sudan, which depend on the Nile for agriculture, drinking water, and industry. So I don’t see how in any way this gives Ethiopia the right to control the flow of the Nile.
