This is really more of an issue with power creep in the series. As it goes on the power levels and caps raise; Don Kreig, Arlong, Crocodile, Enel. The power levels consistently raise, and when the characters are reintroduced they are leagues above where they were pre timeskip. Crocodile was a Warlord with a 81M berries (albeit his bounty was paused but come on) and now almost 2B. The same applied to Kaku and Rob Lucci, they’re leagues above the last time we saw them. Because Oda had to power them up according to the power creep.

The manga doesnt call tekai armament. Jinbe is talking about who's who, not himself. Armament and tekai are different. Armament is your energy or will as an invisible armor, tekai is literally your muscles. The vivre cards do not use any kind of timeline to their statements, this is the same as people believeing Shanks became a yonko before giving his hat to Luffy, all because of the vivre card listing things without any order and fans thinking its chronological. Not to mention the vivre card has been wrong so many times already that is not even worth trusting. Specially when its in conflict with the manga you should disregard the vivre card completely. And in the manga the cp9 do not use haki pre timsekip. If Lucci had haki he would have killed Luffy with a shigan to his throat, but it acted like rubber cause Lucci doesnt have haki. He cant touch enel. If he could he would stomp, but he cant. Tbf. He's never actually had a reason to train or anything. Before Luffy, he was basically invincible. Even taking a Reject dial straight to the heart while having sea prism on him couldn't put him down. And rubber didn't exist in Skypia, so he was basically fighting his natural counter for the first time in his life and didn't know wtf was going on. But he adapted fairly quickly all things considered. But I see him as a glass cannon, similarly to Charlotte Cracker. Enel can’t just instantly create Raigos out of regular clouds that’s not how it works. He would still need to discharge 200M volts in the clouds to transform them into lightning clouds. That still takes time which Enel doesn’t have before Lucci just blitz him and ends the fight. If there’s a ready made lightning cloud around then sure I guess but that’s under those specific circumstances.

Well, about Enel's speed... Enel being an electricity man, he's supposed to be able to move at light speed. The problem with powerscaling is that it doesn't factor the author's inconsistencies. Enel is supposed to be as fast as Kizaru, yet Kizaru is the only one who could speed blitz Gear Second Luffy, while Enel couldn't even dodge Luffy's attacks in base form. Enel loses to Lucci because of something called "power creep", but if we analyse his abilities rationally, he should be able to destroy both pre-timeskip Lucci and pre-timeskip Luffy.@@zagessj

Even if u remove Shigan, there's also Rokugan. Which is a shockwave based attack. Shockwave based attacks can deal damage from inside out. So it might be able to damage Enel. So if Lichi goes all out from the fight, he gets bodied. Shockwave based attcks include Rokuogan, Fishman Karate and Martial arts from Chijao family. . Also speed matters. Enel's lightning attcks were dodged by Nami and Luffy. With Luchi's increased durability and his ability to fly using Geppo. He should be able to beat Enel, if he can land a Rokuogan, or several of them. Armament haki matters but its not end all be all. Virgo got bodied by Law's fruit ability even with full body haki. I always so Enel's high bounty because of his Attack Power. Which is top teir, no doubt. But other then that he lacks in other areas.
