Best solution - Improve the education system and make it more practical based. And do something about govt schools teacher I studied in govt school and most of the teacher didn't focus much on teaching (as they know they won't loose their job anyway). And some of them can't even teach properly (just reads the book) Improvement in education would make better students who would contribute in this things

Bureaucracy and judiciary the main reasons. Eg- DRDO- 60% of the total budget goes to salaries. In that 60% 40% goes to bureaucrats 20% scientists. There are more bureaucrats than scientists in DRDO. Judiciary- The judiciary interferes with laws to hinder R&D. Eg- They overturned the legislation to promote R&D.

Actually i was concerned about this topic from long time, indian students should be encouraged towards research and creative approach towards their respective field instead of just focusing on getting a job government should offer good amount as well as incentives etc to boost the interest of students and a major thing is to make a significant change in the approach of schools in learning, i genuinely think they should make students focus on practicality more then theory, and in this context infrastructure and maintenance of government schools is important. I guess we are far behind in the field of energy research, and new emerging under explored fields like quantum physics etc(in broader picture the quantum field so huge that feels like humans are still at the beginning) and we should encourage our researchers and present them Infront of broader audience instead of inviting tv/Bollywood personalities in top institutes like iits etc

Every district have a good workshop integrated with research paper library. Having Design and Development Centers, Labs and Testing centers, Mentors and Experts. I. P.s,Patents & Financial Funding,Incentives, Seeding capital for potential research products and Tax rebates on R&D expenditure of companies, Major contributor in R&D is private sector in most developed nations. These R&D centers not only restricted to PHDs but easily accessible for young college graduates or even innovative science college students it should not be discriminatory on the basis of academic level. Youngsters have more innovative ideas while experienced have more practical approach thus combination with mutual respect & understanding is best.Hope it's our own DARPA & Skunk Work. Many states developed few global standard incubation centers for young innovators Enterpenures mostly in South example T-Work in Telangana,but they should be in higher numbers specially in highly youngs populated states like UP, Bihar etc.
