I'm pretty sure they mean on the side walk, where hot dog stands and elote carts often are and you can even see a cart of sorts that resembles it in the picture. The chef was in the car park making his food so whether or not his customers eat on the sidewalk doesn't matter and isn't violating that rule since THEY are not the vendor, the chef is, and it's in the car park.
