I have the same issue. I heard it could be the motor. I changed the switch on the steering column. And still have the same issue. My whispers only work on high speed. But, not slow or medium speed. Thank you for helping and showing us how to remove and reinstall.

A problem I found is that the motor gets water in it because the drain hole gets clogged

try to clean the motor before you buy sometimes the motor get dirty or clogged
