Should be, to a point. Depends on the targeting system i guess, it probably has to do with price. Long range missles will cost way more then shor5 range, price is a big factor when u r talking thousands 9f missles, u wouldent want to waist your long range, plus long range would be less accruite at close range, due to the weight of extra fuel, hope this helps
