There would definitely become a point where someone hits as near to perfect run as can be, and you could run the simulation for years and never break it. So enabling people to top the scoreboard is a good thing. However I am sure there is some database where the real "world records" are held.

As long as the rules of the game aren't changed (like, when the track is significantly altered), there is no good reason to reset the WR. Doing so is unfair to the holder of the old record, but more importantly, it lessens the value of any new records achieved after the reset. Compare the situation from the video, where his personal best was better than the official WR at some point, which is a ridiculous situation. There are situations where a reset is justified. I can't think of a good example in speed running, but an example from athletics would be the old javelin record. In 1984, Uwe Hohn shattered the world record, with a throw to 104.80m (the first and only one to break 100m). The javelin landed very close to the end of the stadium, and it was clear that it would be too dangerous to continue javelin competitions without changes. If the javelin landed on the track beyond the stadium, it could seriously hurt any athletes competing there. So the weight of the javelin was increased the next year, and the WR was reset. It stands at 98.48m today. Uwe Hohn's mark of 104.80m is an unbeatable record. If anyone were to throw farther under the current rules, the result would be another reset.
