As a resident and student of Youngstown I say this is to blame on the parents because they send their troubled kids to the school and expect the teachers and principals to control them and then they wonder why they school is bad and blame it on the school itself but that's not the case

Many kids in Youngstown earn their first criminal charge before they earn their high school diploma. And a lot of it has to do with upbringing and influences around them.
