Hi Christopher, Just a tidbit...try a vacuum tube with a larger inner diameter. Because of the length you have, it may be restricting the true "Wolf Whistle" capability. Mine sounded a bit "lazy" like yours until I tapped into a large vacuum port and ran 3/8 to it and it woke it up alot. Your run of hose is longer than mine you may have different results with the 3/8. You may need larger hose yet or maybe try a reservoir of some sort near the whistle if you can tastefully do it. Maybe test it close to the vacuum source first to see if it wakes up. Good luck.

If you raise the revs after the first whistle, the vacuum drops and you get a better sound on the second half of the whistle. 😉

There is a reason why I kept the motor running that is the only way the horn works. It runs into the vacuum line on the engine. No engine run, no horn work. Ahhhh you see now.
