one of my business partners in charge of smuggling herbs and edible product with no license to China, it's due to China has quota, so legal way by obtaining permit would have to wait at least 5-10 years. Long story short, this person became rich as her smuggling our products through Vietnam, Hongkong and Myanmar always successful. One time, the products got caught, she was also arrested and sentenced to death penalty due to her years of smuggling, tons of cargos and the value exceeded her lifetime. But after her husband paid lots of money, her sentenced reduced to life sentence. In Australia, you complained about law not strong enough? If you got threaten by knife point from your neighbor or random homeless, the police will come and check if there's anyone dead. If not, they will leave again. No one die = no case. Even you raise in court, the judge will be like "has he killed you or any of your member? no? don't waste my time, get out!"

Seizing anything that isn't restricted is wasteful. Not eco-friendly. Seize what's not allowed and fine the traveler. Similarly, I think it's silly to seize excess tobacco. Just demand duty and fine. If they don't pay maybe then seize it. Yes, tobacco is harmful but I don't think the seizure will stop people from smoking. I guess test the contraband for drugs because sometimes people hide drugs in food.

Meanwhile I travel internationally with only a backpack. Got rid of my suitcase years ago. Much faster. No need to collect anything. Don't run the risk of losing luggage. Some people aren't willing to travel light, but I love it.

How long are these trips? I'm good at traveling light but I don't think I could make a backpack work for a trip much longer than a week... I can do up to two weeks out of a carry-on suitcase plus a backpack, but just a backpack would be a challenge.

The fines for bringing agricultural, meat products into the country are nowhere near high enough. I think if you started finds that between one and $3000 it might stop or at least curb the passengers illegal food in.
