Only when Paul Whitehouse and Charlie Higson were doing the writing. The stuff he did without them is nowhere near as good, he's got great delivery though. Loadsamoney is a good example, that character was based on people Paul and Charlie knew while working as plasterers.

It's vital, here in Britain, to make younger people aware of the undertones that many "public information films" carried, at a time when people travelled less and had far more limited access to information and images of other cultures and countries. There was also a more automatic trust in government, and while Harry and co. do send it up, they stay surprisingly true to the tone and structure of many of these PIFs.

Harry Enfield's Television Programme (later called Harry Enfield and Chums) was a comedy sketch show broadcast during the early 90s. One of his best sketches in my opinion were the parodies of 1940s/1950s public information films in "grainy, scratchy" black and white, such as you've just shown. A lot of them are parodies of the well-to-do being either misogynist or looking down on us working-class cockney boys (Gawd bless 'em!). If you like this, then I'm sure you'll like the sketch on "Cholmondley_Warner's Conjugal Rights" (BTW, it's pronounced: "Chumley-Warner" - a reason which will take too long to explain!). This is a favourite of mine, too. A clever satire on British 'public information films' made by the government over the years. Harry Enfield used this idea quite a few times in his tv show with a character called 'Mr Cholmondly-Warner' giving advice to his friend 'Mr Grayson'. The one about sex for newly married couples (1930's style) is very funny indeed.

The reason all these great BBC clips are from pre KZbin times is that the golden era of British comedy took place before some KZbinrs were born. This clip is an absolute classic from Harry Enfield and his frequent sidekick Paul Whitehouse. The style of the public service announcement is a callback to the morality of a century ago now. The Gold Standard debate was something from the late 1920s which would place this announcement early in the era of watching television at a cinema rather than at home.
