Toei Animation did the animation for this game as well as Road Blaster (a.k.a. Road Avenger) and I believe Ninja Hayate (a.k.a. Revenge of the Ninja). Coincidentally, this game was originally released in 1985, the same year as Fist of the North Star/Hokuto No Ken (which Toei also produced) was running on Japanese TV, and a low-level villain from the show makes a cameo as the one-eyed leader of the Mad Max-style thugs riding the hover bikes trying to kill Reika.
