I always thought the reason wwe had the Aldo Montoya gimmick was due to the fact that Toronto, Ontario, Canada was a common stop for wwe back in the day with a large Portuguese community. I thought it was done because in that time period the attendance was down so that character was done to try and sell more tickets in Toronto.

Flair being the Scorpian was the best thing about that gimmick. I mean I doubt many fans would have guessed it was him because he was still a active wrestler at the time and there was no big clues to point towards Flair's direction.
