I had a tech take the soldered fuse out and put a replaceable one but for the life of me I can't see it. I want to remove from the case but I'm afraid of the high voltage capacitors. How do you safely discharge?

The amp has bleed resistors, keep it unplugged for about 15 min to be safe and the caps will discharge safely.

I've been playing this model amp for several months now, it sounds great, but it's really noisy. Sounds like an old radiator style heater that was just turned on for the first time, in a while!!! Do you happen to know what causes that?

I would say that's a normal sound. You are going to hear the power valves "creek" like the glass is "pinging." This is because of thermal expansion of the glass envelope. Normal operation.
