This is actually pretty accurate on a powerscaling sense! Xeno Goku would be a lot stronger than Goku Black simply due to how powerful Xeno Goku’s base form is. Xeno Goku went through all of OG Dragon Ball, DBZ, GT, and ONLY Battle Of Gods. His base power is EXTRAORDINARILY more powerful than Post-ToP Goku’s, due to all the stuff Xeno Goku went through, as well as the missions he went on with the Time Patrol. Just transforming from base into Super Saiyan 4 threatened to destroy ALL of time, as stated by Chronoa, and luckily it didn’t. I thought you would’ve made it to where Black won, but I’m glad you didn’t as that really wouldn’t make sense! This is really great! I’m excited for the continuation!

Both of them have NO God Ki, yet they proved that they FAR surpass the God forms, so it doesn’t matter if they have God Ki or not. Super Saiyan 4 is HYPOTHETICALLY (since there is no confirmed multiplier for Super Saiyan 4) x4,000 base due to Goku as a Super Saiyan 4 evened out with Golden Great Ape Baby. Super Full Power Saiyan 4’s multiplier could HYPOTHETICALLY be x6,400 base, but the power could also come from how much energy the other Saiyans would give to power up that form.

Based on my own opinion I personally believe SSGSS trumps SSJ4 while SSJ4 trumps SSG. Then again this is my not counting SSJ4 in the limit broken states (against Bebi and Syn) or that other newer version from heroes. (which I don't care for since heroes is mainly promotional and not made to be fit into Dragon ball lore. Also Yamcha successfully FULLY healed SSB Vegito and SSB Beat.. Wth) And yes I'm a nonbeliever that SSG gave Goku universal status as well as a nonbeliever that it trumps Buu saga Vegito..

And in movie base Gogeta was stronger than both SSJG Goku and SSJG Vegeta. So base Vegetto being equal to base Gogeta should gave Beerus better fight even in base form. Better than SSJG Goku did. Imagine SSJ3 Vegetto know against Beerus. It was stupid from Goku to stay that Vegetto won't help. I think its DBS mistake. You can explain why Goku was wrong in lore. Goku didnt feel godly Ki so he could not scale Beerus power like usually and that's why Goku overrated Beerus power in his mind Too bad there is no any logical information source about DB to explain all of there things. I know one but it's in russian and still under development

I just wanna say if this were to happen in the Anime even though SDBH or DBS dosen't take full advantage of they're given opportunities if this scenario were to happen he'd probably wouldn't meet the other (Main Timeline) Goku, Black stated that he fully mastered Goku's power to be able to achieve Super Saiyan Rosé. So if he meant Xeno: Goku he’d probably augment his techniques into more elaborate variations. Then we'd probably get Super Full Power Saiyan 4 Limit Breaker Goku Black.
