Gonna be fair to the first one with the helicopter being useless, thermal imaging as a whole is completely useless when the thing you're looking for turns out to be the same temperature as the ambient environment.

In regards to the police keeping cases, certain types of cases are never closed. Kidnapping and murder cases do not have a statute of limitations, and the files remain open until they are solved and a person is charged (not necessarily sentenced). For example, Ted Bundy was caught in Florida, charged and sentenced to death. While in prison awaiting lethal injection, he confessed in recorded interviews to dozens of murders in a number of states. However, because Florida is dumb, he was required to serve his sentence here before he could be extradited and charged in those other places. Well, you can't be charged with a crime if you are dead, so all those cases that he confessed to are still open in those states and those files will remain in a box until the end of time. Maybe some legislation will come along that allows those cases to be closed, or something maybe will happen that allows him to be charged and tried despite being dead. In other examples of cases that are open/cold, there may be a statue of limitations, in which case the case is marked as closed but unsolved, and the records are kept in a place until a time it is determined that they can be destroyed. In some cases, they never are destroyed.
