She was talking to RongPei not as a servant, slave or Grand Gugu. She was talking to RongPei as a sister. The way I imagine she thought she'd one day talk to A'rou towards the end of all things if A'rou hadn't gotten to high and mighty, big for her britches and all that. It was a sweet, tender thing really.

I’m sorry but I blamed all these tragic deaths on the emperor as he permitted that evil Wei YanWan to run the harem and murdered all his royal heirs.
