You mean the window material ? I guess it's a simple box mapping to be honest and a fassade texture in the selfillumination slot. It's actually explained at 6:30, ok? Good luck!

In the intro video I roughly estimated - pure laziness ;). But if you modell up to scape right from the start, it shouldn't be too difficult: If you know your texture has 10 levels and your floorheight is 3meter, set the UV-Modifier to 30m - or however your values are, ok?
