Yes, and the "Summon Storm Dragon" SKILL can explain why Veldora was able to appear inside the barrier Guy created (which was supposed to keep unwanted allies/attendants OUTSIDE from the battle happening INSIDE). But as a SKILL, Veldora becomes a "summon creature", i.e. part of Rimuru's abilities) not an attendant/ally like Beretta, etc. So that's why Veldora can appear inside the barrier.

Spoilers for vol. 18 (anime is currently on Vol. 6, for reference) Velzard herself in vol. 18 said she couldn't beat Guy and that he treats her like a child when they fight (even in her battle mode). Velrgynd was scared to fight Velzard even after mastering her skills during her multiple year spacetime journey. Velgrynd before her journey was able to beat Veldora. Veldora himself said that Velzard accidently killed him multiple times casually while trying to "discipline him". There's no way in hell Veldora and Velgrynd are fighting Guy (especially since they both lost to Rimuru). Guy is the strongest being (currently alive) in the series aside from possibly the Insectoid leader (doubt), maybe Michael, maaaaaybe Feldway (doubt), and the World Eating Chaos Dragon thing we know next to nothing about which is why every single character uses him as the measuring stick for the strongest beings. Milim has almost all of Veldanava's strength (the only creature known to have beaten Guy) and was able to force Guy to fight for 7 days straight. Though you're right in saying that as far as pure Magicule count goes True Dragons are miles beyond everyone else.

First things first, Demon Lords are not demons, they are named that because of how weird translating "demon" to Japanese is. The Demon lords are all different races like Dragonborn, Pixie, Giant, Vampire, Slime etc. The only one who is an actual demon is Guy. Demons live in a separate realm but Guy came to the living world thousands of years ago and has become MUCH stronger than the others, becoming a true demon lord. The primordials "naturally" are at best at the level of Rimuru before becoming a Demon Lord, maybe slightly above. Diablo has become a little stronger than that now from being named by Rimuru. Other primordials will join the story eventually but let's not do spoilers. Also tiny spoiler if you didn't catch it last episode: when the green haired girl appeared Rimuru mentioned she reminded him of Diablo. That is because she is the Green Primordial. By that logic you can probably realized the blue haired girl is the Blue Primordial.

Veldora was told to stay so he could protect the town. Them being together in another place could open the risk of the town being unprotected. Add that most of the executives aka the strongest people in his country are on their own missions outside town. Rimuru doesnt want to go back with a town being in the same situation as during Farmus invasion or worse, thats why. Also about Ranga summoning starwolves, he can summon at least 3 chief starwolves. The reason why theres only 2 is shown is because the other one is being rode by Gobta. I mean Gobta is also a chief ya know. NO SPOILERS Guy, Diablo and the other very few primordial demons are actually arch demons, but there are different classes of arch demons. They vary by how long they’ve lived. So the Primordial class are the oldest of the arch demons. Which include Guy, Diablo, and a handful more that are yet to be introduced in the anime :)

There are 7 primordial demons. Red/Rouge (Guy), Black/Noir (Diablo), Green (Misery/Mizari[LN]), Blue (Rain), Yellow, White, and Purple. Way back before the time of demon lords, all of the primordials were in the demon realm (hell?). The longer one lives without being defeated in battle, the more power they obtain. The primordials were the seven strongest demons. Red and Black were notably stronger than the others and stalemated on numerous occasions. Both Guy and Diablo have not lost a fight in 50k-100k years. Guy was then summoned to the world to seek revenge from one nation to another, he went on a rampage before finally being defeated by Veldanavaa (Milim's father/most powerful true dragon/creator of the world). During his rampage, he ascended to demon lord (acquired the demon lord seed and the souls) and acquired a name from the masses as he slaughtered them. Although they were equal then, Diablo has only received a name and evolved to a Demon Pier (1 tier down from demon lord). If they were to fight, Guy would obliterate Diablo. The only ones that are at Guys level are the True Dragons and Milim. As for the other 3 primordials, you will have to wait for season 4, maybe 5.

Honestly I think the spell still works and it's just attached to the amulet. The reason y Raphael said there's no spell is cuz there isn't one. It's all attached to the amulet.
