There is another layer to this. Nagisa likes everything Maki does. Nagisa is a bit yandere and posessive. Poor Maki Aka's favorite punching bag. With that cosplay cafe the anime skipped over chapter 112 where she tried on different "outfits". The chapter was freaking hilarious and they skipped over it. I really wished the could have put that in the anime.

The look the girl gave Ishagami was mostly she knows the rumors. He heard he stalk a girl and beat up her bf. So at first she thought the two were tainted with that kind of malice he has, but her two best friends who vouch for him, did help her think there more to it.
