No backup parachute. But our parachutes are fully inflated before we leave the ground.

Not justifying innocent lives lost of course though, but the overall idea of the operation in of itself was good. Its just that it went wrong when civilians started getting killed.

Great question! Believe it or not, the parachute is under less pressure than what is delivered to a skydive canopy under the shock of opening.
