Pac-Man also has a lot of combos that rely on the opponent not knowing the setup. For example, that popular combo when Tea gets 70% on Marss to win the set last stock. It was purely situational and could have been avoided if Marss had not stayed at ledge.

He's an alright character in ultimate, he just gets ruined in some MUs, and has a gimpable recovery.
