The past tracks being the same in both Japan and the US is actually due to a technical limitation. The Japanese composer wanted to give the past tracks an "old" and "primitive" feel, so rather than make MP3s to be put on the CD like every other track, he actually used the Sega CD's native, more primitive sound chip for the past music, which meant that it had to be coded into the game. When the US composers were replacing the soundtrack, for every non-past song, they could just replace the MP3s. But since the past music was hard-coded into the game, it would have been way too much work to replace them. (Which begs the question "Why did they replace the soundtrack in the first place", but that's besides the point.

@@Exidel as far as its known, the japanese dev team thought that it'd sell better overseas if the western audience had an equally "western" sounding ost to go with it; and then gave the us composer only a few months to whip up an ENTIRE new soundtrack. So super insane crunch culture dropped ontop of literally one single dude (granted, he got help from others) isnt gonna result in a thoroughly fleshed out soundtrack. I always wonder what that soundtrack would sound like if it had the appropriate time to cook to the composers satisfaction

But the MP3 didn't exist until the year after Sonic CD was released did it? And I don't remember them being commonly used for games until a few years later... I never had a Sega CD myself, but I'm pretty sure CD-Roms were usually using Wav files around that time... I think CD tracks were typically in that same format... I don't know... It's been a while... Maybe I'm wrong... But I guess you basically mean that the others were in an audio format, while the past ones were in a MIDI-esque format? (I'm not sure if the consoles used MIDI specifically or something similar... I'm pretty sure MIDI was a standard by the time that generation of consoles was released, but I don't know if they used it in the consoles exactly... I think some games used unique sound fonts or samples, but maybe that could be integrated with the MIDI... I might have to look it up later).

In Sonic CD US if you pay attention, the bongo is trying to fight the spotlight against the electronic noises. in the bad future, you can barely hear it because of the loud machinery and the loud metal guitar, but in the good future, you can only hear the bongo.

I think JP bad future sounding slower complements the visuals, with everything rusted and broken down. Also the laughs are Eggman’s. He sounds like a opera singer.
