Very interesting! I personally LOVE a thick milky toner. The Dr Jart + Ceramidin Skin Barrier toner is the thickest I've found and I love applying it with hands directly onto my face. Much more enjoyable sensorial experience. But I feel I'm in the minority opinion since most toners are not nearly as thick.
