To time travel, the Dinosaur Train forms a long-lasting link with an alternate reality which it will access in order to travel to that timeline. The Dinosaur Train is just accessing nearly identical alternate realities that it has synced up with, which explains why the timelines appear to move forward in the same manner and why removing individuals from their timeline doesn't interfere with the continuum. Syncing up with a new timeline is likely costly and it is easier to travel across an interdimensional bond which was already formed, explaining why the timelines visited are often consistent and revisited in the future despite there being a theoretically infinite amount of accessible timelines they could visit if they wanted to.
