I believe she is a part of Elite NK families who were able to go out of NK. These are not people who were poor. Clearly, only the wealthy can pay their way out... but they're not really the "wealthy". According to their appearance, I would say this family is a part of a military family and their father was either put to death and they were excommunicated, or their father and family are also military and their father is still alive... or maybe, they are holding him for collateral... or who knows... maybe he really did die.
