Is it the number of settlements or government buildings? I ask bc with Julii you own Segesta, which has no buildings, even gov building, on turn 1 If I recall correctly. Also, does the level of the gov buildings you own matter? Does a lvl 3 city count more than if it was a lvl 2? Could you start a civil war by having less settlements, but having them be more developed?

With Rumors of a *Star Wars* game of all things I think that historical is dead and buried. Maybe it's not a Total War game but a shooter, either way it's not a historical title. Found this out myself the other day re: Castle population growth rates: Castles grow very slowly even when you've got farms in them and a general that acts as a governer. But a governer with chivalry increases population growth rates. BUT: generals who govern castles can't set tax to "low" (which grants Chivalry) which means they're usually doomed to never gain more than 1 or 2 Chivalry. So you need to move governers who have good Chivalry from the low tax-rate cities and towns into the castles, and then the castles will grow much quicker

Saying that 3K and Shogun 2 are similar says to me you haven't played 3K. They are nothing alike other than both being campaigns from the east. Shogun 2 although a good game is the same game no matter who you take. 3k has different mechanics for pretty much everyone you take. Also it is top tier for diplomacy(only TW game I would rank S tier for Diplo) compared to a decent but basic diplomacy in S2. You also have two ways to play the game as a whole. either normal or romance style. Sorry they are nothing alike.
