If he didnt the whole La Onda was going down because the AV's were going to take control. You saw what they did to Carlos after he did what they wanted him to do. They used him to cut out the BGA and after he served his purpose the AV's killed him. If Montana didnt do anything they would of all have basically became slaves to the AV's. Miklo tried telling Montana but he was trying to go the peaceful route in a way he became soft and if Miklo didnt do it somebody else would of killed Montana it was only a matter of time.

I really dont think it was a done deal where it was a do or die mission for La Onda. Also we know that Miklo had the biggest chip on his shoulder growing up as a white boy in el barrio. SO I think he really did it for his own "salvation" to prove to himself that he is willing to do anything for los carnales/La Onda. In the end it was a selfish move that could have been avoided if Montana was still alive imo.
