So, it is possible that he means it, and it is possible as well that he likes you more than he loves you, love is subjective and means different things to everyone. So, it could be that the man got caught up in the excitement of a new relationship and said 'I love you' impulsively. What would you do differently if you knew he doesn't mean it? If you would maintain some tiny level of caution, then I don't think that there is harm in that.

I understand your concerns. I suggest you give yourself some time to understand the man's real character. If it is marriage, I think it would be good. Just make sure it is not merely a rush of blood and words coming out of excitement. You could ask him about his family's involvement in the marriage, whether they would know about it if it happens, and overall, see realistically if he is genuine about what he says he wants with you. Ultimately, I don't suggest going to a foreign country to meet a man you have never met in person. If he comes to your country, it is better; this way, you won't feel pressured to do things you didn't plan to do. You know, there's racism even among Arabs themselves. It's kind of sad, but it's there. And if you've traveled around, you'd see that racism exists in almost every corner of the world, just in different amounts. I can't say there's no racism in Muslim communities because there is. But Islam actually speaks out against it. Real Muslims get that there's no difference between someone who's white, brown, or black.
