The speed stats aren't an indicator of speed it's more like reaction time of the Pokemon in battle that determines their priorities in attacking which is why there are so many anomalies with supposedly "fast" Pokemon, like how Rhyhorn can reach probably 40-50km/h but is slow to react in a combat situation because of its intelligence and weight.

Speed stats are kinda seperate from movement. They're probably better equated to action and reaction times, which is why Priority moves exist; they are too fast to react to under normal circumstances. Trainer actions like recalling a Pokemon are max priority because your Pokemon don't have to react to your command, you just do it. A lot of fast-moving mons happen to also have high Speed because moving at high speeds tends to require good reactions. Conversely, a lot of dopey Pokemon have lower speed even if they move fast. Its not perfect, since this implies Miltank reacts faster than Lucario, but better than Speed = movement.

Fun fact: prior to gen 6, Pidgeot had 91 speed, lower than Miltank's 100. Pidgeot supposedly flies at mach 2 speed. As of gen 6, it's 1 point faster than Whitney's unholy cow. I know this comparison was made here, with Slaking, but still.

3:40 -- To be fair, I always assumed the 11'6'' referred to the length of Arbok, not its standing height since it doesn't stand up on the tip of its tail. Meaning, it probably only stands up about 3'-5', leaving the remaining 6'-8' on the ground like most real-life snakes do.
