*Okay, this is what I think I understood:* Just like in the original game, after doing many Genocide Routes in a row, Chara accuses you of being sick and claims to have stopped understanding the reason why you continue to do this even though you don't even value the permanence of your actions, you just kill, kill, kill and repeat in order to continue the cycle, just so you can start over again. This is referring to Undertale in general, not this specific video. What I understand is happening here is that Chara has finally given up on everything and has abandoned you along with your exp and your determination. In this scenario the game has been released from the cycle, you no longer have control over this world or powers to protect you, meanwhile the world continues. You escaped from the underground, but everyone you've killed can't come back. The magic has ceased to exist and over time what was once known as The Underground has now been filled with drug addicts and dangerous people who have taken that abandoned and lifeless space as a home. Furthermore, a kind of sect or cult seems to have formed which persecutes, murders and hangs the lost children who fall into The Underground. Frisk after a long time returned to climb Mount Ebott, perhaps trying to somehow reset the game or restart the cycle in a desperate attempt to restore the lost status quo without which they have no meaning to give to their existence. But now, being just another child, defenseless, weak and unprotected, Frisk was taken like any other by the sect and hanged, thus ending the story of Undertale.

So basically Frisk hit the delete button on their own life and got sent to some sort of purgatory where all the Frisks go (Frisks, the vessels to the player AKA Chara). That's what I was able to gather, I've got no clue who the followers are (perhaps Gaster's followers?) And why they blame Frisk rather than Chara. Overall 6/10 writing, it's fine

The player is not Chara. The player is whoever is playing the game and who decides to commit the genocides. Chara is reborn and shaped due to our actions, but does not control the player's actions.
