Both forms are correct, we don't necessarily need to add let,( water is boiled separately ) - it can be in reported speech, Imperative sentence will give you instructions / commands Here, we can form passive sentence without turning it into an imperative sentence.

Being is used in teh passive form in case of continuous tense forms in active voice. For example, The teacher is teaching English to the class. English is being taught to the class by the teacher.
