Today Afghanistan is going through a delicate transition. Almost 1 in 5 Afghans is a former refugee, and over 3/4 million people are internally displaced.
At the height of the crisis there were more than 6 million Afghan refugees in the world. Since 2002 UNHCR has been conducting the largest ever voluntary repatriation programme - helping 5.8 million Afghan refugees to return home. However, insufficient rural development, a lack of infrastructure and a shortage of opportunities are forcing people to move to cities.
Today, 2.5 million Afghans are still registered as refugees in Pakistan and Iran. After 35 years of displacement, Afghans remain the largest protracted refugee population in the world.

So in that sense safety of afganistan meant safety of pakistan, as pakistan would've been the next target if kabul had fallen..... Pakistan helped afghanistan as a form of jihad against communist USSR, so y would they destory a fellow muslim nation.... Whereas pakistan got hurt real bad by afghan based terrorists who used to disguise themselves as afghan migrants. USA tried to destroy, not pakistan.

After USSR withdrawal Afghanistan was destroyed to rubble so Afghan Military and intelligence institutions were finished so why would the Afghans disguised themselves as refugees and terrorise Pakistan, totally baseless, all was left was Mujahideen who were Pakistan proxies then changed their cloths and became Taliban. I wonder what they did to convince the Afghan girls to lie and say Iran treat them well. My dad worked in Iran and he felt nothing but discrimination. Afghans are treated like animals in Iran. Who are these Iranians giving Afghans scripts like, “ they teach us hygiene”. The motives behind these scripts are used for Iranians to seem higher and better.

Because they are illegal immigrants. First they should register with UN office to be official refugee and they receive temporary or permanent resident cards. Iran rarely gives citizenship to foreigners. The only exception is when a woman marries an Iranian man.

This report approves that UNCHR doesn't know the reality that is being happening 35 years with Afghan refugees in Iran. All Afghan people even the third generation need to pay extra for education (from basic schools to higher education). Bedsides that, Afghans are being facing many restrictions for going to schools even if they pay four times extra.

If others got it wrong, it is excusable. But how can the UNHCR be inconsistant and get both the map and name of these countries wrong. The entire Kashmir is wrongly included within India. Then it should either be I.R. Afghanistan and I.R. Pakistan OR just simply Iran. Otherwise, it would be inconsistent. UNHCR, grow up ! !
