Regarding the air quotes hand gesture, as people use two pairs of fingers it looks like quotation marks ---> " " (two pairs) However, the hand gesture is usually not referring to a quotation or citation. Like, if someone says, " So he and and I are like ' dating ' * hand gesture * ", then they're not referring to a quote, or a citation, they're referring to that they're not really dating, or quasi-dating. That's the most common usage of air quotes.

Australians use air quote too. Another way they are used is to be more subtle if using a particular word would be inappropriate. For example, I went to the "shops" to buy a "cucumber" (Interpreted as: I went to the "adult shop" to buy an "adult toy shaped like a cucumber".

No, you're right. It is not acceptable. Not in the US. It's laughed at. Just as unacceptable is using quotation marks as emphasis, instead of underlining, capitalising, or using italic or boldface--but it's still seen some. Another idiocy is saying "quote" or "quote unquote" before or after a quotation. Semiliteracy and idocy are rife here.
