I read somewhere that the reason he doesn't talk at the end of the movie is because he wasn't talking directly to Edgar, per se. He was using some sort of translator built into his ship, which is why his voice was sort of robotic when he threatened Edgar. At the end of the movie, he's using a different ship - presumably one with no translator. So we just get bug noises then.

When he killed the alien robot thing in a dinner, you can see how easy he can kill someone without anyone noticing. Most of the time he just shoved everyone out of the way. Part of the reason why the men in black movies were so great is because they have scenes like this that you wouldn't find in any other movies. They could've easily just shown us the bug taking Edgar's skin, then walking away from the farm and leave it at that, like a standard kind of villain introduction, lots of horror and suspense. But instead they splice a little scene into the middle of that introduction where we watch him briefly go back into the house of the guy he just killed and ask his wife if he could drink water with an entire cup of sugar in it, then he politely pulls his all of his facial skin onto his forehead to make her feel at ease. The cow they have in the background is also very memorable, he just dgaf It's just so beautiful, it's kind of ingenious, it adds a lot of believability to the unbelievable, and it's what made these movies unique.

I think he simply wasn't interested. He didn't like human beings that much, but I guess he didn't hate them quite enough to simply kill every one he saw. Just those who pissed him off by killing bugs, or else got in his way. He also might kill one if he was hungry and wanted to eat them, but in this case he already ate Edgar so he wasn't hungry, just needed sugar water to wash him down. lol. Made giving him sugar water softened him up just enough to make him uninterested in killing her.
