No voicelines during ults is odd, and I would've liked to see cooler references for emotes and intros. Rein got his texas smash voice line with the skin only for the highlight maybe it comes to the regular gameplay, use the ult highlight for the voice line even some emotes have texas smash as voice line.

You can get them with the premium currency. They give you 600 of that premium currency per season, and skins usually cost 1900 per skin.

I think not giving the skins skin exclusive voice lines is a huge missed opportunity for them to REALLY sell the idea of these characters being in game. This is a 1st person shooter which means we don't get to see our own skins, so if there's no additional voice lines to these "special" ones how would they be different than any other skin in the game. It's half assed and a cash grab in my opinion. I rarely praise league of legends but at least there, the legendary skins get new voice lines, vfx, recalls etc etc. But here we're looking at another attempt on Blizzard to suck on the wallets of certain fandoms. Very unfortunate.
