I'm pretty sure that Linguini is supposed to have been raised somewhere other than France, like America or at least Italy, as both Alfredo, and his mother's name, Renata, are Italian. So it makes sense that he's not French. Why he's not Italian is another matter, but at least it makes sense that he's not French.

I don't think the average non-European viewer would be able to notice the distinction between a french accent and an Italian accent, by giving him an american accent it makes him being in the out-group more obvious.

Realistic answer is that Linguini and Remy are the main characters and have more dialogue than anyone else, so Pixar wanted to make sure their target audience of American children would be able to understand them clearly. Crazy fanfic answer is that Linguini grew up in America and France is the rat equivalent of America.

Because it would be too difficult to voice him and to listen to him otherwise. He has most of the dialogue and he usually freaks out or goes hysterical. Remember the "why is it so hard to talk to you?" tirade he gives to Colette. Now imagine the same in a faux French accent.

Props to Ian Holm, Jeanne Garofalo, Brad Garret and Will Arnett for doing such good French accents for the movie. Peter O’Toole doesn’t really do an accent, but he gives a memorable performance so it doesn’t matter.

Same reason someone mentions above. Easier for American kids to understand, and it fits with the themes of feeling alienated. Note that Hiccup's mom doesn't exactly sound Scottish, because she's been living with dragons for 20 years.
