Trouble is that view extends to more than the grade changing ceremony. We don't get a lot of clarity on what he meant to say to Helen before she cut him off, but it was starting to sound like "they keep inventing new ways to celebrate mediocrity, but if someone were to be genuinely exceptional (like superheroes), society would force them to hide, to conform." Which is not a great look honestly

But one of the servers came back last year ( I think it's still up) but I'm following a couple new Superhero MMORPG currently in development who promised to be Spiritual successors to CoH

I assume that the government formally integrated some of the heroes as secret/public agents, and that those who refused or had families entered the equivalent of witness protection programs. Pixar used to have a website about all the secret identities and interviews of the previously registered superheroes from the secret service's perspective. The villains didn't disappear. They just got cracked down on for a time because of the public's heightened legal focus. But yes. I totally agree that superpowered villains wouldn't disappear just because you get rid of super law enforcement. XD
