The building was next to and rented by the ambassy, targeted were military personnel that were holding a meeting or sth there. Two high ranked generals died, as confirmed by Iran. So neither the consul nor the ambassy were the target!

Israel attacked the Iranian Embassy in Syria. Iran invoked Article 51 to the Secretary General of the UN. This means Iran can legitimately respond to Israel's attacks on sovereign territory. Israel declared war on the 1/4/24 by attacking. Israel is the aggressor.
