The pure titans attacked the scouts. As for why eren didnt stop them, it was because he couldnt control them as they were created by zeke, who is like a second founding titan. He creates a separate coordinate essentially, where he poses as the founding titan for his own titans. Eren may be the real founding titan, but he cannot control those of which are from a different coordinate, if that makes sense This was also a moment where connie was being stupid and boneheaded. While his intentions are understandable, he lets grief and anguish cloud his judgement. Feeding falco to her would accomplish nothing in the longrun, in fact it would make everything worse.
