Can this really solve the hissing problem bcos when i connect my pedal direct to my laptop, there is alot of hissing sound. If this works, i can go get one.

The hiss is commonly your AC current at the wall. A power bank is a DC source. The birdcord is likely a buck-boost converter, and you should understand that before using this in my opinion. A phone charger will only eliminate hiss if the isolation from the AC is good. Which really is no different than a quality 9v supply.
