It seems to me that in these situations their aim is to approach people for some utterly spurious reason, bully, harass and intimidate them until they react in an 'inappropriate' way thereby giving the police an excuse to arrest or detain them for using threatening behaviour. Now the police is under reform and the services are being restructured in programming and education it will take time for the public to see the benefit. When a police constable is NOT in uniform and makes contact with a citizen, if the citizen require the constable to produce for inspection their warrant card, the constable is duty bound to comply. They don't like us knowing this.
